What Scuba Diving Moalboal ACTUALLY Looks Like

In September 2026, I did five dives over two days in Moalboal with Dive Amigos.

Located on the southwest coast of the Philippine island of Cebu, Moalboal is most known for the sardine run, but it has plenty of other great dives.

Nearly every site here is a wall dropping into the Tañon Strait, the channel between Cebu and Negros, which bottoms out around 1,640 ft (500 m).

I'll include all five dives here, along with dive computer data from my Garmin Descent MK3i, then cover who to dive with, what it costs, where to stay, and how to get here.

Best Time to Dive Moalboal

You can dive Moalboal year round. The sardines don't migrate, so they're there no matter when you come.

I dove in September, which is the low season in town, and visibility was still 90 ft (27 m) on every dive. The sites I dove are worth diving from September through May.

Most Famous Dive: Panagsama House Reef (Sardine Run)

Panagsama House Reef is the site that put Moalboal on the map. There's somewhere between 5 and 10 million sardines sitting off Panagsama Beach year round.

Most sardine runs are a migration. This one doesn't go anywhere. Upwelling from the Tañon Strait keeps pushing plankton right up against the shore, so the sardines have no reason to leave.

You don't need a boat. You walk out of the dive shop, down to the beach, and they're right there. You can very easily snorkel or freedive this site too.

Go early. I got up at 6 in the morning to dive here, since that's when the sardines crowd the shallows.

Entering the water, we didn't see any sardines, so we headed deep along the wall looking around. About halfway through the dive we looked up and saw other divers filming something, and there they were, shallow the whole time around 30 ft (9 m).

Outside of the sardines, I also saw a turtle with a hitchhiking remora and some cool nudibranchs.

Best Overall Dive: Pescador Island

Pescador Island is a small, uninhabited limestone island off Moalboal. It's protected, and there are no permanent structures on it. Getting there is a 15 to 35 minute banca ride, depending on where you leave from.

I hadn't actually heard of this island before, but it ended up being one of the best dives of my life.

Right upon dropping down, we saw three turtles that seemed to be hanging out together. I even saw a turtle headbutt and fist bump for the first time.

The top of the reef is dense hard coral, and the sides drop off into a wall that runs down past where I was diving. We worked around the back side of the island scanning the wall, and found morays tucked into the crevices.

There's a small cave known as Cathedral Cave that you can swim into and out the other side, before finishing on another shallow coral plateau for your safety stop.

I also found a huge frogfish that had turned yellow to camouflage, maroon clownfish, a pair of royal angelfish, and an octopus that tucked itself into a hole as soon as I got a look.

Best Wall Dive: White Beach

Unexpectedly, White Beach was one of the better dives I've done in my life, and it's definitely not one of the more commonly visited sites in Moalboal.

The site sits off White Beach itself, about 10 minutes north of Panagsama. There aren't really any beaches in town. A typhoon took the sand off Panagsama back in 1984 and it never came back, so White Beach is where everyone goes for sand. It gets packed with local families on weekends.

Underwater it's a pretty steep wall with tons of anemonefish, including a huge maroon clownfish pair and a pair of ocellaris. There were lots of nudibranchs, several lionfish, and barrel sponges covered in sea cucumbers.

At 61 minutes, it was the longest dive I did in Moalboal. If you come here to dive, extend your trip a little and have Dive Amigos take you.

Best Critter Dive: Umbrella Rock

Umbrella Rock is named for the rock formations near the beachside entry point. They're very thin pillars with a dome on top, which is where the umbrella name comes from.

Like White Beach, it's a wall that starts close to shore and drops into the Tañon Strait. It's close enough to the beach that you'd think about shore diving it, but everyone dives it off a boat. We stayed mostly around 80 ft (24 m), and at 92 ft (28 m) this was my deepest dive in Moalboal.

This is where I saw my first pegasus fish. I also found a very small frogfish, a camouflaged stonefish, lots of pipefish, clownfish-filled anemones, and a blue and yellow nudibranch.

Best Turtle Dive: Tonga South

Tonga South was the third dive of my first day, after the sardine run and Pescador Island. It's pretty close to Moalboal town.

You stay around 80 ft (24 m) for most of the dive, scanning the wall. There are a couple of different caves and caverns to check out. Inside one of them we got a really nice look at two yellow ornate ghost pipefish, one much smaller than the other.

There were tons of turtles here, resting on top of the coral and out in the blue. I also saw banded pipefish and a royal angelfish.

Sites I Didn't Dive

There's one famous Cebu attraction a lot of divers add to a Moalboal trip, and I chose to skip it.

A lot of people who come to Moalboal head down to Oslob to swim with whale sharks.

It's basically captive-fed whale sharks, so it's a guarantee that you'll see them. That's pretty controversial in the diving world, and I personally didn't want to support what's going on over there.

Dive Operators in Moalboal

I did all five dives with Dive Amigos.

Their shop sits right on the house reef, so the sardine run is a walk from the shop down to the beach with no boat and no transfer. Everything else runs as a boat trip out of Moalboal.

What Diving Moalboal Costs

Diving here is very affordable. These are Dive Amigos' published 2026 rates:

• House reef dive: ₱1,500
• 1 boat dive: ₱1,700
• 2 boat dives: ₱3,200
• 3 dive package (2 boat + 1 house reef): ₱4,500
• 10 dive package (8 boat + 2 house reef): ₱15,000
• Night dive: ₱1,800

The 3 dive package is exactly the day I did: the sardine run, Pescador Island and Tonga South.

Every price includes complete scuba gear, the Moalboal diving fee, a dive guide, and drinks and snacks on the boat. Nitrox is an extra ₱250 a tank, and a private guide adds ₱1,000.

Diving Conditions & What to Wear

The water was 84.2°F (29°C) on four of my dives and 86°F (30°C) at White Beach. I wore a 3mm shorty and was warm the whole time.

Visibility was 90 ft (27 m) on every dive.

Where to Stay in Moalboal

Panagsama is where almost every dive shop and hostel sits, and it's where you want to be based for diving. I stayed at Purple Hearts Homestay in Panagsama.

Plan on 3 to 4 days minimum. There's a lot to do here beyond the diving. Moalboal is known for pretty good nightlife, although I was there in the low season, so there wasn't a lot going on. The other main attraction is canyoneering at the nearby waterfalls. I didn't go canyoneering, but I did swim in the waterfall below.

Getting to Moalboal

From Cebu City, head to the south bus station. The ticket is around 200 pesos, you can choose between an air-conditioned and a non-air-conditioned bus, and the ride takes around 3.5 to 4 hours.

You can also hire a private driver, which could be worth it if you're in a group or not on a budget.

It's technically possible to do Moalboal as a day trip from Cebu, but that sounds extremely exhausting and not something I'd recommend, especially once you add in bus station wait times.
